Get a Thule or Yakima roof rack. You will be able to carry bikes, skis, kayaks, and more. The rack is custom, but not permanent.

I would buy a cheap bike. If theft is a big issue, talk to the local police about tracking devices. Some police are able to find stolen bikes by devices installed on bikes. I saw a show where the device was small enough to be placed somewhere where it is not easily found.

Buy a second hand bike - not the newest model, this makes it less attractive to thieves, but make sure you buy a decent lock, one that is at least made of hardened steel, so that other bikes nearby are easier to steal than yours (and better looking). The bike will also allow you to visit friends who live on the other side of the city.

Another factor is the cost of parking. I doubt the school will allow you to bring the scooter into class, since it will probably be considered a motor vehicle. I work at a university, and annual parking passes range from about $70 - $350.

I read once that ASU charges $800 for parking. The bike would be cheaper in that respect.

Many schools also are designed to be pedestrian friendly (mine is), so if you park a scooter or any other motor vehicle, you would not be able to park very close, since the area around the buildings are setup as pedestrian areas, unless you have a service vehicle pass, such as for maintenance or deliveries. Bicycles would be able to go on these areas. But the campus is very hilly, so it can challenging if you are not a fit student.

So it all depends on the school's policies, how much parking is available, cost of parking, etc
